A Bill of Materials (BOM) or Material Take-Off (MTO) for a process plant or pipeline project typically contains thousands of line items spanning dozens of commodity types: flanges, pipe fittings, fasteners, gaskets, valves, instrumentation, structural supports and more. Documentation Levels
RR Hydraulics supplies documentation at the level appropriate to the project specification and service criticality:
- EN 10204 3.1 — The standard documentation level for most onshore process plant, utilities and non-critical process service. The material test certificate is issued by the manufacturer's own quality department and certifies chemical composition, mechanical properties and applicable standard compliance. Covers the majority of carbon steel and stainless steel commodity supply.
- EN 10204 3.2 — Required for offshore, sour service (NACE), safety-critical, alloy steel (F11/F22/F91) and exotic alloy supply. The MTC is issued by an independent third-party inspection (TPI) body — Bureau Veritas, DNV, Lloyd's, SGS, TÜV — which has witnessed the testing and countersigned the certificate. Every EN 10204 3.2 MTC from RR Hydraulics includes the TPI inspector's name, stamp and certification number.
- NACE MR0175 / ISO 15156 Compliance — Hardness survey of finished product cross-sections per NACE limits; separate hardness report issued per heat. For HIC-resistant grades, NACE TM0284 test report with CLR/CTR/CSR values. For duplex grades, ferrite content measurement per ASTM E562.
- PMI (Positive Material Identification) — 100% PMI by XRF on all stainless, duplex, alloy steel and exotic alloy items. PMI report listing individual readings for every component, not sampling. Critical for offshore projects where alloy substitution risk is high.

Inspection and Test Plan (ITP)
For offshore, NACE sour service and safety-critical projects, RR Hydraulics prepares a project-specific Inspection and Test Plan (ITP) for each commodity scope. The ITP defines: (1) the inspection hold points (H) where work stops until TPI approval; (2) witness points (W) where TPI attends but work may proceed if TPI is not available within an agreed notice period; (3) review points (R) where documents are reviewed but no physical witness is required; and (4) the documentation required at each stage. The ITP is submitted to the client's project quality team for approval before fabrication/procurement commences.
Approved TPI agents used by RR Hydraulics for EN 10204 3.2 witness: Bureau Veritas (BV), DNV GL, Lloyd's Register, SGS, TÜV Rheinland, Intertek, Apave. TPI agent selection is per client preference or project specification requirement.
